The viewers have probably already guessed that Transzheldorizdat was the publishing house of the Railway Transport Commissariat. The last part of the slogan, dealing with communications, stems from the fact that railway workers were also involved in communication-lines maintenance — telegraph lines in Russia traditionally were built along the railways.
In 1939, Mikhail Vladimirovich Kelchevsky received a state award for the interior design of the Georgian SSR pavilion of the All Union Agricultural Exhibition. Other than this tidbit, a few references to his 1940s posters, and a 1957 painting of his in collection of one of the Moscow museums , we have no information about the artist.
